Given my priorities, I would choose the Xiaomi Redmi Note 10S. While the Redmi 13C 5G has a larger screen and slightly newer chipset, the superior AMOLED display with its higher resolution, the more versatile camera system, and the much faster 33W charging are more important for my daily use. I value the improved image quality for both consumption and creation, and the faster charging ensures I am never without my phone. The difference in performance is unlikely to be noticed and would be less important than having better picture and audio quality. While Android 13 and 256 GB storage of the 13C are nice, I would still prioritize having better features for daily usage and enjoyment, even though the 10S is the older model.
