I would choose the Huawei nova 9 SE.
While the Samsung Galaxy A02 has a slightly larger battery capacity, the Huawei nova 9 SE is superior in almost every other category. Its significantly more powerful processor (Snapdragon 680 vs. Mediatek MT6739W), much higher resolution display with a higher refresh rate (1080p 90Hz vs 720p 60Hz), vastly superior camera system (108MP main sensor, 4k video, wide angle, etc. vs a 13MP and no wide angle lens), significantly faster charging (66W vs 7.5W), more RAM, and more storage make it a much more versatile and enjoyable phone for almost any use case.
The faster processor and superior GPU alone mean the phone will be significantly faster and more responsive for everyday use, as well as more capable for gaming. The higher quality display will make watching videos and browsing far more enjoyable. The camera difference is night and day. And all of this with the added bonus of faster charging.
The slightly larger battery of the A02 will be offset by the more efficient chipset and superior OS of the Huawei, and the 66W charging means that even if the Huawei runs out of battery, it will charge back to full much faster than the A02.
While the A02 does have Dolby Atmos, this is not enough to justify buying a phone with far inferior specs. It simply cannot compete with the quality and performance of the Nova 9 SE.
The only time I would recommend the Samsung Galaxy A02 is if someone had an absolute, hard limit budget where the extra cost of the Huawei was impossible. For everyone else, the Huawei is the superior and more sensible option, providing a significantly better all around experience.
