My Choice and Why
Personally, I would choose the OnePlus 9. While the Motorola Edge 30 Neo offers some compelling advantages, the sheer performance difference is too significant to ignore for me, and the brighter display is a crucial factor for outdoor usability.
My typical phone usage includes a fair amount of gaming, some photography and watching videos. The Snapdragon 888 chip in the OnePlus 9 ensures a much smoother experience in all of these, and the superior camera system will likely capture better quality images and videos. The additional RAM (if the 12 GB version is available) will improve the phone's multitasking capabilities and future proof it for longer. While the Motorola's OIS is a tempting feature, the higher quality camera sensors in the OnePlus 9 is a worthwhile trade-off for me.
Although the OnePlus 9 is larger, heavier, and has older software, I am willing to sacrifice portability for the overall increase in performance, display brightness and camera quality.
